Stephen Stanley has worked with the
Sachse City Council in the past to successfully accomplish many key
objectives during his tenure. He is asking for your support so that
he may strive to make GISD a progressive schools district as your
Place 4 Trustee, representing YOUR interests.
Expansion in Services/Programs
- City owned and operated ambulance services
- Increased fire department coverage, code
enforcement, equipment
- Addition of paid fire/EMS and police staff
- Expansion of Senior citizens, parks &
recreation and library programs
- Dramatic increase in citizen participation
since 1998 through town hall meetings, expanded board & commission appointments,
committees and public hearings.
- Cost-effective road maintenance programs have
led to lower street maintenance costs
- Improved internal efficiencies through
technology upgrades and operational enhancements
- Expanded recognition programs and events for
citizens including the annual Christmas tree lighting contest, annual tree lighting, Santa
at City Hall, and the annual Easter Egg Scramble and the annual board/commission
reception/dinner.
Budget/Financial/Economic Policies
- Well planned and implemented annual budgets
that have totaled as much as $12M
- Increased Standard & Poors city bond
rating from BBB+ to A resulting in lower costs of financing and project funding
- Conservative budgeting leading to excellent
financial condition of our city - record cash reserve levels, low debt, optimized
investment returns and low interest rates on financing, substantial debt retirement
- Exceptionally low city debt ratio less
than 12%
- Awards received for solid city accounting
practices and conservative policies (General Financial Officers Association 1999-2002) and
building inspection operations
- Lowered city property tax rates for 5
consecutive years for a cumulative total of nearly 17%.
- Record growth of Sachses sales tax base
- 173% increase since 1998
- Negotiated major infrastructure improvements
with developers to save taxpayers over $20M in capital improvement costs.
- Support of the northern alignment of the
Eastern Extension of PGBT (Future State Highway 190) which will result in an estimated $83M in city revenue in a 25 year period
- Lowered water and sewer rates by 15% - 2
years ahead of plan

turnpike business district.

- Development of the citys comprehensive
plan for the first time since 1986
- Expanded Animal Control Facility

along the Highway 78 corridor

- Parks Master Plan development
- Over $550,000 allocated for roadway
improvements
- $1.8 M in thoroughfare upgrades
- Over $200,000 in drainage improvements
Managed Growth
- Effective management of our citys
drainage plan used as a model in several other cities
- Lowered flow rates due to well planned growth
and modifications to land use and zoning
- Implemented high neighborhood standards for
developers
- Transportation and facilities planning,
infrastructure expansion, land use review, zoning improvements and residential development
planned developments that have saved taxpayers millions in costs
- Capital improvement planning, implementation
of effective maintenance programs, utility expansion, traffic safety improvements, school
construction for GISD and WISD
- Regional involvement for traffic planning
- Approval of tough construction codes, code
enforcement ordinances
- Bridge upgrades, public safety planning

- Support of EPGBT (State Hwy 190) alignment,
